Request for Proposal (“RFP”) for providing Skill Training under PMKVY PRADHAN MANTRI KAUSHAL VIKAS YOJNA 4.0 (2023-24) Special Projects – FUNDING UPTO  5 Cr

This is not an agreement1 and is not an offer or invitation to enter into an agreement of any kind with any party. National Skill Development Corporation (NSDC) reserves the right to cancel this document, and/or invite afresh proposals with or without amendments to this document without liability or any obligation for such document, and without assigning any reason. NSDC reserves the right to take final decision regarding award of contract. Submission of proposal under RFP mode does not guarantee allocation of target under PMKVY4.0 (2023-24)- Special Projects. Thus, this RFP does not encourage creation of any new training infrastructure specifically for imparting training under PMKVY 4.0 (2023-24) Special Projects Scheme. Under no circumstances will NSDC be held responsible or liable in any way for any claims, damages, losses, expenses, costs or liabilities whatsoever (including, without limitation, any direct or indirect damages for loss of profits, business interruption or loss of information) resulting or arising directly or indirectly by application or non – application to this RFP.

Objectives:-

The objectives of Special Projects are:

a) To undertake project-based skilling interventions, primarily to meet the skilling needs of marginalized or vulnerable groups (to mean hereafter such as Scheduled Castes and Tribes, transgender, persons with disabilities, any other category which identifies as marginalized/vulnerable and is so considered/recognized by Government of India) and those of difficult/remote geographies, hard to reach areas (such as LWE, aspirational districts, J&K, Border districts, Ladakh, North East states, Island territories) which may not meet all the parameters of a Standardized training program due to special circumstances.
b) Special Projects also envisage of covering short-term skilling initiatives undertaken by reputed industry bodies offering captive placements opportunities; projects with innovative strategies; projects offering local livelihood through creative market-linked entrepreneurship, and/or projects assuring international placements.
c) Special Projects, due to the rapid changes in the future work environment, intend to promote training in Future Skills, as identified by NCVET.
d) By its very intent, the projects falling under the Special Projects of PMKVY 2023-24 are required to be dynamic, innovative in approach and need to go beyond the routine short-term skilling to enhance the all-round competency and adeptness to the marginalized sections of the country. Partial allocation under PMKVY 4.0 (2023-24) Special Projects is proposed to be done through Request for Proposal (RFP).

Proposal Processing Fee :-

A non-refundable one-time TP registration fee of Rs 10,000 (Ten Thousand Rupees only) will be charged per TP/Organization along with Rs 2,500 (Two Thousand Five Hundred only) as proposal fee. Fees may be submitted through any one of the multiple modes of online payment available on the project application portal. Service/payment gateway charges are exclusive of this fee. In case applicant found to be ineligible as per eligibility criteria defined in the RFP, the amount paid shall not be refunded.

Key features:-

Projects are envisaged to target Future skills, innovation, marginalized and vulnerable groups with a special focus to rural artisans, women, jail inmates, inmates of juvenile homes, members of the transgender and beggars’ communities. The aim of these projects is to provide income generation opportunity and ease their entry into the mainstream society.

Process for Special Projects The major steps involved in the selection of Training Providers in the project mode as per this RFP are summarized below:

1. The onboarding of centers on Skill India Digital (SID) (Accreditation & Affiliation) portal, is not a necessary criterion before applying in this RFP but necessary before commencement of training.
2. Each applicant organization will have to register on an online RFP portal (as part of SID platform www.skillindiadigital.gov.in).
3. After the date of receiving applications is over, all applications will be evaluated as per the evaluation criteria.
4. Post approval by competent authority, the successful applicant organizations will be intimated.
5. Post the allocation of targets, the applicant organizations can start training in proposed centers only after successful accreditation and affiliation of each training center under SID (A&A) in accordance with the center accreditation or affiliation guidelines.
6. The performance of the applicant organizations allocated targets would be monitored for quality aspect of training, placement, and other factors as per norms.
7. Submission of proposal under RFP mode does not guarantee allocation of target under PMKVY 4.0 (2023-24) Scheme- Special Projects. This RFP does not encourage creation of any new training infrastructure specifically for imparting training under the scheme. Any applicant organization that is not qualifying the eligibility criteria will be disqualified at any stage during evaluation or due diligence. NSDC shall in no case be responsible or liable for the conduct or outcome of the proposal process.

Eligibility Criteria:-

  • Must be Registered on or before 31.03.2020.
  • Applicant Organization may be Proprietorship, Partnership, Trust, Society, Public or Private Limited Company, Government or Private Educational Institutions – Nursing, Paramedical, Polytechnic, Engineering colleges.
  • At least one year of experience in the proposed sector(s).
  • Average annual turnover from last three years to not to be less than 25% of total project cost.
  • Registration with NITI Aayog NGO Darpan portal (applicable for CBOs).
  • Black-listed or debarred organizations by any Central/State Ministry/department will not be eligible.
