Experience: Agencies should have at least three years of operational experience in skill development, preferably in skilling programs like PMKVY or DDUGKY.
Financial Criteria: Agencies must demonstrate an average turnover of at least INR 1 crore over the last three financial years and maintain a positive net worth.
Location and Infrastructure: Agencies should have an operational office in Bihar and the necessary infrastructure to conduct training.
Accreditation: The agency must be affiliated with relevant skilling bodies like the Sector Skill Council (SSC) and have prior experience in delivering NSQF-aligned projects

Mode of Registration

Eligible agencies can submit their proposals through the NSDC e-procurement portal. Here’s a step-by-step guide:

Online Portal: Agencies should register on NSDC’s e-Procurement Portal using a Class-III Digital Signature Certificate (DSC).
Proposal Submission: After logging in, agencies must complete the online application, submit the required documents, and pay a non-refundable processing fee, if applicable.
Submission Deadline: All proposals must be submitted by 30th October 2024. Late submissions or drafts saved but not submitted will be considered null and void.

Required Documents

To qualify for the program, agencies need to upload specific documents during the registration process:

Legal Documentation: Proof of legal status, including the agency’s certificate of incorporation.
Financial Records: Audited financial statements for the last three years, including turnover and net worth documentation.
Project Experience: Proof of experience in prior skill development projects and relevant NSQF-aligned training.
Affiliations and Accreditations: Certificates from the Sector Skill Council or other affiliated government bodies.
Location Verification: Documents confirming the agency’s operational office in Bihar.

Each document should be digitally signed and uploaded through the NSDC portal to maintain authenticity.

Funding and Financial Assistance

The Mason Training Program will be funded by the BSDMA, with NSDC overseeing the financial distribution. Key aspects of the funding model include:

Project Budget: The budget allocated to each agency will cover the cost of training, infrastructure setup, and other administrative expenses.
Payments and Disbursements: Payments will be processed through the NSDC’s Skill India Digital Hub (SIDH) platform, with installments released upon completion of specific training milestones.

Only agencies that meet the initial eligibility criteria and submit complete documentation will proceed to the next stage of evaluation.
