Introduction to AMBER Project for Skill Development
The Accelerated Mission for Better Employment and Retention (AMBER), launched under the Ministry of Skill Development and Entrepreneurship (MSDE), is designed to address critical issues in employment and retention through skill development. This initiative is part of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 and is being implemented by the Generation India Foundation (GIF). AMBER focuses on quality training, targeting 25,000 learners in FY 2024-25, with a goal of achieving 100,000 skilled and employed youth in the long term.
Objectives of the AMBER Project
- Achieve 70% placement for certified learners, with a 60% retention rate at three months post-employment.
- Ensure a 50% female participation rate across all training batches.
- Enhance the skill development ecosystem by building the capacity of implementing agency staff, including trainers and placement officers.
Scope of AMBER Project
The AMBER Project adopts an outcomes-based approach, focusing on placement and retention rather than training inputs alone. Its implementation involves three delivery models:
- Implementing Agencies: Covering 70% of the project target.
- Industrial Clusters: Covering 20% of the project target.
- Academic Institutions: Covering 10% of the project target.
Through this structure, AMBER will focus on future-ready job roles to enhance employability in various sectors.
Eligibility Criteria
To participate, entities must meet the following eligibility requirements:
- Prior Experience: Minimum of 3 years of existence and experience in skill development programs.
- Turnover Requirement: For-profit organizations should have an average annual turnover of at least ₹1 crore, while not-for-profit organizations should have an average gross receipt of at least ₹50 lakhs over three consecutive financial years.
- Available Centers: Minimum of three centers, with necessary infrastructure, affiliated with the Skill India Digital Hub (SIDH) and possessing a minimum 4-star accreditation rating.
Required Documents
Applicants should submit the following documents:
- Incorporation certificate and supporting documents demonstrating prior experience.
- Financial statements for the past three years.
- Proof of center availability, such as rent or facility agreements.
- Evidence of eligibility to operate in the designated region and no pending statutory dues.

- Bylaws / MOA / AOA
- CA Certificate
- Ngo Darpan
- 12A & 80G Certificate
- Placement data / Training data ( Past 3 years ).
Project Targets
AMBER targets 25,000 learners in FY 2024-25, with 70% expected to secure employment and 60% to retain their jobs for at least three months. The program emphasizes gender equity with a 50% female participation goal.
