- Prior experience in skill development programs is required.
- The organization should have a functional office or presence in the district where they wish to establish a KYP centre.
Government Fees and Security Deposit
To apply for opening a KYP centre, the following payments must be made:
- ₹50,000 as Earnest Money Deposit (EMD) – This security deposit is refundable.
- ₹5,000 as Processing Fee – This fee is required for tender filing.
- ₹590 as Tender Submission Processing Fee – This must be paid at the time of submission.
- ₹1,00,000 as Performance Security Deposit – This refundable deposit ensures that the organization sets up and runs the centre correctly.
Additionally, BSDM deducts a portion of the training fee towards rent, which varies by location category. Over time, an annual increment in rent (up to 10%) may be levied as per BSDM’s discretion.

Application Process and Deadlines
- The last date to apply for the tender is February 21, 2025.
- The tender must be submitted online through the Bihar government’s e-procurement portal.
- Once selected, the applicant must set up the training centre and begin operations as per the guidelines.
- After approval, the organization must complete the registration process within 30 days and set up the infrastructure within 60 days.
Requirements for Running a KYP Center
Once the tender is approved, the selected organization must fulfil certain responsibilities:
- Student Enrollment & Training Delivery: The centre must ensure adequate enrollment and deliver training as per BSDM standards.
- Biometric Attendance & Monitoring: Aadhar-enabled biometric attendance must be implemented for trainers and trainees.
- Infrastructure Setup: The centre should have classrooms, IT labs, CCTV monitoring, furniture, and washrooms for boys and girls.
- Faculty & Trainers: The centre must have at least two certified learning facilitators with relevant expertise.
- Adherence to BSDM Guidelines: The training must follow BSDM-approved curriculum and guidelines to maintain uniformity and quality.

Aim of the Kushal Yuva Program
KYP seeks to raise young employability through life skills, communication, and fundamental computer literacy training. Candidates between the ages of 15 and 28 are eligible for the program; specific categories have extended age requirements.
- SC/ST candidates: Up to 33 years
- OBC candidates: Up to thirty-one years
- PwD, persons with disabilities: Up to 33 years
Regardless of their higher degree of education, candidates must have passed at least Class 10 to be qualified.
