The Jharkhand Skill Development Mission Society (JSDMS) has launched an ambitious initiative to establish Foreign Language Learning Centres to facilitate international placement opportunities for skilled youth. As outlined in the recent Request for Proposal (RFP), this initiative seeks to enhance the global employability of candidates by equipping them with in-demand foreign language skills.

Overview of the Initiative

JSDMS, an autonomous institution under the Department of Labour, Employment, Training, and Skill Development, has invited proposals from eligible training organizations to set up state-of-the-art language training centers. These centres will focus on training, certifying, and placing candidates in international job markets, ensuring they meet the Common European Framework of Reference (CEFR) standards for various foreign languages.

Key Objectives of the Language Learning Centres

  • Enhance global employability of Jharkhand youth through structured foreign language training.
  • Provide certifications in English, French, German, Japanese, Arabic, and Russian.
  • Facilitate job placements in respective language-speaking regions.
  • Ensure a fully residential training setup with digital and financial literacy integration.
  • Improve language proficiency from A1 to B2 CEFR levels to meet international job requirements.

Scope of Work for Training Providers

Selected organizations will be responsible for the following:

  • Setting up modern Language Labs with licensed software tailored for Listening, Speaking, Reading, and Writing (LSRW) skills.
  • Providing face-to-face language training with a minimum duration of two months.
  • Deploying certified trainers with expertise in respective foreign languages.
  • Monitoring and evaluating trainees through structured assessment programs.
  • Offering pre-departure orientation training (PDOT) to prepare candidates for international work environments.
  • Ensuring placement of trained candidates in their respective language regions for at least six months.

Infrastructure & Training Requirements

  • Modern Language Labs with AI-powered face authentication, real-time tracking, and e-library access.
  • Biometric attendance systems for trainees and trainers.
  • Dedicated hostel facilities for male and female trainees.
  • Digital learning tools with both offline and online synchronization.
  • Comprehensive assessment mechanisms to evaluate candidate progress.

Eligibility Criteria for Training Partners

Organizations applying for the project must:

  • Be a legally registered entity in India (NGO, Trust, LLP, Company, or Society).
  • Have at least three years of experience in foreign language training.
  • Demonstrate expertise in training a minimum of 100 candidates per language.
  • Have a turnover of at least INR 1 crore in the last three financial years.
  • Employ certified language trainers with master’s degrees in the proposed languages.
  • Valid PAN and GST registration.
  • Be registered as a Recruiting Agency (RA) with the Ministry of External Affairs, GoI within six months of the contract.

Penalty Clause

  • Delay in milestone delivery: 0.5% penalty on the invoice amount per day of delay.

Important Dates & Fees

  • Date of Issue of RFP: 11th February 2025
  • Last Date for Submission of Proposals: 15th March 2025
  • Pre-Bid Queries Submission Deadline: 22nd February 2025
  • Pre-Bid Meeting: 25th February 2025
  • Responses to Pre-Bid Queries Published: 28th February 2025
  • Proposal Opening Date: 17th March 2025
  • Tender Document Cost: INR 10,000
  • Earnest Money Deposit (EMD): INR 1,00,000

Funding & Payment Structure

  • 25% on signing the MoU and identifying training centres.
  • 25% upon 20% training completion and 7% verified placement.
  • 25% upon 60% training completion and 25% verified placement.
  • 25% on 100% training completion and 70% verified placement.

Monitoring and Evaluation

  • Candidates will be registered on the JSDMS portal for real-time tracking.
  • Placements will be registered on Jharkhand’s Shramadhan Portal.
  • Regular progress reports will be submitted for evaluation and feedback.
  • The performance will be reviewed through physical verification of language labs.
