NAPDDR 2025: India’s United Mission Against Substance Abuse –

In recent years, India has witnessed a worrying surge in substance abuse, particularly among youth. To combat this silent epidemic, the Ministry of Social Justice and Empowerment has rolled out a bold and far-reaching initiative the National Action Plan for Drug Demand Reduction (NAPDDR). Let’s unpack what this is all about and why it matters.
Background: Why NAPDDR?

India has always recognized the seriousness of substance abuse. Article 47 of our Constitution mandates the State to work towards eliminating intoxicating substances that harm health. As a signatory to major UN drug control conventions and with the NDPS Act of 1985 in place, India has committed to reducing both supply and demand for drugs.

But here’s the twist reducing drug demand requires more than laws. It needs education, rehabilitation, support, and community involvement. That’s exactly where NAPDDR steps in.

Introduction to NAPDDR :

Launched for the period 2018–2025, NAPDDR is a comprehensive action plan funded 100% by the Central Government. It brings together a network of NGOs, government agencies, educational institutions, and healthcare providers to reduce drug dependency across the country.
From awareness campaigns to setting up District De-Addiction Centres (DDACs), the goal is clear: prevent substance abuse and help those who are already affected.

Scope of Work :

The NAPDDR isn’t a one-size-fits-all scheme. It covers:

  • Awareness and preventive education.
  • Capacity building and staff training.
  • Community-based treatment and rehab.
  • Special outreach in vulnerable areas.
  • Skill development for recovering individuals.
  • Surveys, studies, and innovation.
  • Monitoring and quality standards

Focus Areas for 2025

This year, the spotlight is on:-

  • Launching new District De-Addiction Centres.
  • Boosting participation in Nasha Mukt Bharat Abhiyaan.
  • Creating jobs and skills through PM-DAKSH.
  • Promoting e-Anudaan for easy grant access.
  • Mandatory accreditation for all rehab centers.

Eligibility Criteria:-

To apply under NAPDDR, your organization should ideally:-

  • Be an NGO/trust running a de-addiction centre for at least 2 years.
  • Be a startup (by young professionals) working in this space.
  • Be a government hospital or district administration.
  • Be based in the same state where you’re applying.

Preference is given to groups with: –

  • Strong performance records.
  • Community outreach experience.
  • Own website with proactive disclosure.
  • CCTV monitoring and PFMS registration

Required Documents:-

  • Project proposal and Annual Action Plan.
  • Last year’s audited accounts and UCs.
  • Legal registration proof.
