Unlocking Rural Potential: DDU-GKY Bihar EOI 2.0 – Transforming Youth Through Skill Development

Background:

India’s youth form the backbone of its economic future, yet many rural youth lack access to proper training and job opportunities. To bridge this divide, the Government of India launched the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) a flagship program under the Ministry of Rural Development. The goal? To empower rural youth with industry-specific skills and enable sustainable livelihoods.

As part of this mission, the Bihar Rural Livelihoods Promotion Society (BRLPS)—also known as JEEVIKA—has issued the Expression of Interest (EOI) 2.0 under DDU-GKY Bihar 2025, calling for capable organizations to become partners in delivering high-quality skill development.

Introduction:

The DDU-GKY Bihar EOI 2.0 is a state-level initiative aiming to enhance the employability of youth in Bihar through structured skill training and guaranteed job placement. Managed by BRLPS, this program invites Project Implementing Agencies (PIAs) with proven capabilities to participate in uplifting the rural workforce.

With an emphasis on inclusive development, this initiative targets disadvantaged sections of society, including women, SC/ST populations, and minorities, ensuring no one is left behind in the growth story.

Scope of Work:

The selected PIAs will undertake a comprehensive role in the project lifecycle, including:

  • Mobilizing and enrolling eligible rural youth aged 15–35 years.
  • Delivering NSQF-compliant training aligned with industry demands.
  • Ensuring a minimum 70% placement rate in wage employment.
  • Providing residential and non-residential training based on the local needs.
  • Implementing digital attendance and biometric tracking systems.
  • Offering post-placement support for at least 3 months to ensure job retention.

The training will span across diverse job sectors such as IT, healthcare, retail, hospitality, construction, and more—tailored to current market demands.

  • Demonstrate experience in skill training or social development projects.
  • Meet financial standards including net worth and annual turnover thresholds.
  • Possess qualified trainers, functional infrastructure, and digital systems.
  • Commit to training quality, placement outcomes, and compliance with DDU-GKY norms.

Preference will be given to applicants with a proven track record in similar government-funded programs, particularly those who demonstrate strong placement history.
