DDU-GKY aims to skill and empower rural youth from poor families, linking them to employment and entrepreneurship opportunities. Scope of Work for PIAs:
Eligible Project Implementation Agencies are invited to submit training proposals under DDU-GKY 2.0 with the following scope:
- Design & deliver domain-specific skill training of minimum 576 hours (396 hrs domain + 180 hrs non-domain).
- Ensure minimum 70% job placement, with at least 50% in wage employment.
- Encourage women (33%), SC (19%), ST (3%), and minority (10%) participation.
- Support candidates in self-employment and gig economy sectors via bank credit linkages.
- Provide salary-linked placements within or outside India (₹10,000+/month within India, ₹25,000+ abroad).
- Submit quality proposals via Kaushal Bharat portal, incorporating emerging job roles and local market demand.

- Operational History: Minimum 3 years old (except startups recognized by DPIIT).
- No Defaults: No past record of blacklisting, fund recovery, or less than 50% placement in earlier DDU-GKY projects.
- No Consortiums or Subletting allowed.
- Categorization of PIAs:

- Experienced PIAs (>50% placement)
- New Skill Providers
- Recognized Startups
Required Documents:
Agencies must submit the following:
- Project Proposal via Kaushal Bharat Portal
- PRN number (from DDU-GKY 2.0 registration)
- ₹25,000 initial screening fee (non-refundable)
- Post-screening: ₹1,25,000 + GST for Quality Appraisal
- Compliance with SOPs and guidelines from MoRD
- Bank transaction details (fee to be deposited in DDU-GKY Uttarakhand SNA A/C)
