Empowering Rural Youth in Andhra Pradesh: DDU-GKY 2.0 Project Launch by SEEDAP
Background:-
The Government of India’s flagship scheme Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is on a mission to eradicate rural poverty through skill development and employment. In Andhra Pradesh, this transformative initiative is being implemented by the Society for Employment Generation and Enterprise Development in Andhra Pradesh (SEEDAP) under the Department of Skills Development & Training.
Since 2015, SEEDAP has been instrumental in helping rural youth secure gainful employment. Now, with the rollout of DDU-GKY 2.0, the aim is to scale this effort, emphasizing 70% placement-linked training, industry demand alignment, and sustainable livelihoods.
Introduction:-
The recently announced Expression of Interest (EOI) invites applications from eligible training partners to become Project Implementing Agencies (PIAs) under DDU-GKY 2.0, including the Captive Employment model. This opportunity is perfect for skilling agencies, start-ups, and private sector employers eager to make a social impact while benefiting from government support.

Scope of Work:-
PIAs selected under DDU-GKY 2.0 in Andhra Pradesh will be responsible for:
- Mobilizing Rural Youth – Identifying eligible candidates from SC/ST, women, and other marginalized rural groups.
- Establishing Training Centers – Setting up compliant training centers with the required infrastructure and equipment.
- Deploying Qualified Trainers – Trainers must be SSC-certified and experienced in relevant domains.
- Delivering Skill Training – Training must follow NSQF/NQR-aligned curriculum with digital attendance, CCTV monitoring, and quality assurance.
- On-the-Job Training (OJT) – Providing apprenticeships aligned to the training content.
- Assessment & Certification – Ensuring timely assessments and SSC certification.
- Candidate Placement – Ensuring minimum 70% placement, with 50% in wage employment and the rest in self/gig employment.
- Post-Placement Tracking – Monitoring candidate success and stability for at least six months post-placement.

Eligibility Criteria:-
Agencies can apply under four categories:
- Category I: Captive Employers (companies willing to absorb at least 70% of trained candidates).
- Category II: Existing DDU-GKY PIAs with >50% placement success.
- Category III: Skilling agencies new to DDU-GKY.
- Category IV: Start-ups recognized by the Ministry of Commerce & Industry.
Ineligibility Includes:-
- PIAs with recovery proceedings or placement shortfalls under DDU-GKY 1.0.
- Blacklisted agencies or those with directors involved in past defaults.
- Consortium applications are not allowed.
