The Tamil Nadu Corporation for Development of Women (TNCDW) has just released an Expression of Interest (EOI) inviting applications from organizations like yours to join hands in implementing DDU-GKY 2.0 a transformative skill development program aimed at creating sustainable livelihoods for young people from rural areas.
A Quick Background:
Launched by the Ministry of Rural Development (MoRD), the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a flagship initiative focused on training and placing rural youth in meaningful jobs. Now in its upgraded version DDU-GKY 2.0 the mission is more targeted, inclusive, and impact-driven.
In Tamil Nadu, TNCDW is leading the charge. For the financial year 2025–26, the goal is to skill 3,127 rural youth through experienced training partners (PIAs).
What’s This EOI All About?
TNCDW is looking to partner with eligible Project Implementing Agencies (PIAs) to carry out skill development and placement activities under DDU-GKY 2.0.
Interested agencies need to apply online through the Kaushal Bharat Portal and also submit physical copies of their proposals.

If selected, your role as a PIA would involve:

Who Can Apply?
Your organization is eligible if:
- It’s a registered trust, society, company, LLP, SHG federation, or a government/semi-government body.
- It’s listed on the NITI Aayog Darpan Portal.
- It’s been operational for 3+ years (or is a DPIIT-registered startup).
Unfortunately, you can’t apply if your organization has:
- Pending recovery proceedings under previous DDU-GKY projects.
- Placed fewer than 50% of trained candidates (as of 31.03.2025).
- Directors or key personnel linked to blacklisted/defaulting organizations.
- Applied as a consortium (only individual agencies can apply).
Important Deadlines:
- Submit online application: by 08 June 2025, 11:59 PM
- Send hard copy of proposal: by 13 June 2025, 5:30 PM

What About Fees?
To apply, you’ll need to pay:
- ₹25,000 for initial screening (non-refundable).
- ₹1,47,500 for quality appraisal (inclusive of GST).
Make sure to follow the payment instructions mentioned in the official EOI document. The training cost, infrastructure support, and placement incentives will follow DDU-GKY’s funding pattern.
Funding and Project Timeline:
- Training programs must be completed by 31st December 2025
- Placements must be completed by 31st March 2026 Placements must be completed by 31st March 2026 for the DDU-GKY 2.0 Tamil Nadu program. The deadline for ensuring all placements are finalized is set for this date, and all stakeholders are advised to adhere to this timeline. Any extensions or modifications must be approved by the designated authorities well in advance to prevent delays in the process.
- Fund disbursement is performance-based and follows official guidelines
