Empowering Relationships: NCW Invites NGOs to Set Up Pre-Marital Communication Centres (Tere Mere Sapne Initiative)
Background:
The National Commission for Women (NCW), an apex statutory body under the Government of India, is dedicated to promoting women’s rights and their overall development. Recognizing the need to support individuals in building strong and healthy relationships before marriage, the NCW has launched the “Tere Mere Sapne” (TMS) initiative. This visionary project invites registered NGOs across India to set up Pre-Marital Communication Centres under NCW’s mentorship.
Introduction to the TMS Initiative:
The “Tere Mere Sapne” initiative aims to create a safe space for individuals and couples to receive guidance and training on managing relationships, expectations, and emotional well-being before entering into marriage. No financial assistance will be provided under this program, but selected NGOs will receive mentorship, training, and branding support from NCW.
Scope of Work:
Participating NGOs will be responsible for:
- Setting up and managing a Pre-Marital Communication Centre (PMC)
- Offering counseling services for individuals and couples
- Conducting workshops on healthy relationships, communication skills, and gender sensitivity
- Providing educational resources for pre-marital readiness
- Hiring and maintaining trained Human Resources for effective program execution
- Maintaining proper documentation and reporting to NCW
Selected personnel will undergo Training of Trainers (ToT) programs organized by NCW.

Eligibility Criteria:
To qualify for this initiative, an NGO must:
- Be registered on the NITI Aayog Darpan Portal with a valid registration number (current year).
- Have a clean record – no blacklisting or FCRA violations.
- Be actively working in the field of women empowerment and development.
- Have no charge sheet or criminal conviction from any court or tribunal.
- Be capable of providing qualified Human Resources and a structured operational plan.
Required Documents:
NGOs need to submit the following documents along with their application:
- Brief profile and SOP (Standard Operating Procedure) of the organization.
- Copy of NITI Aayog registration.
- Declaration of non-blacklisting and FCRA compliance.
- Certified MoA/AoA highlighting women-centric activities.
- Audited financial statements of the past 3 years.
- Annual activity reports of the past 3 years.
- Declaration of no criminal history.
- Detailed plan of human resources to be engaged for the centre.
