NISD Drug Abuse Prevention Programme 2025–26: Apply for Phase-II Collaboration

Introduction:

Drug abuse is one of the most critical social challenges affecting India’s youth, families, and communities. To address this growing concern, the National Institute of Social Defence (NISD), under the Ministry of Social Justice & Empowerment, Government of India, is implementing large-scale awareness, training, and capacity-building programmes under the National Action Plan for Drug Demand Reduction (NAPDDR).

For FY 2025–26, NISD has invited applications from eligible NGOs, CBOs, and private organisations to collaborate under Phase-II for implementing Drug Abuse Prevention programmes across selected States and Union Territories.

About NISD Drug Abuse Prevention Programme:

The NISD Drug Abuse Prevention initiative focuses on:

  • Preventing substance abuse through early awareness
  • Strengthening community-based prevention mechanisms
  • Building capacity of frontline workers and institutions
  • Promoting a drug-free and healthy society

These programmes are implemented under the National Centre for Drug Abuse Prevention (NCDAP) and cover both offline and online modes.

Scope of Work Under NCDAP Phase-II:

Selected organisations will work in collaboration with NISD to conduct the following activities:

1. Awareness & Sensitization Programmes

  • School-based drug awareness programmes.
  • College and university awareness sessions.
  • Community-level programmes (youth groups, SHGs, women groups).
  • Workplace and industrial awareness sessions.
  • Parent-teacher and school management sensitization.
  • Observance of International Day Against Drug Abuse & Illicit Trafficking (26 June).

2. Training & Capacity Building

  • Training for NGOs, CBOs, and social workers.
  • Capacity building of NSS/NYKS volunteers.
  • Orientation programmes for health workers.
  • Training for law enforcement agencies.
  • Stakeholder workshops and consultations.

3. Online Programmes

  • Online training sessions.
  • Participation in TAPAS-based online courses.
  • Digital awareness initiatives.

Eligibility Criteria:

Organisations applying under Phase-II must meet the following criteria:

  • Registered NGO / CBO / Private Organisation.
  • Minimum 3 years of experience in:
    • Drug Abuse Prevention, OR
    • Health, Social Welfare, Youth Development, Community Awareness
  • Valid registration under Society Act / Trust Act / Section 8.
  • Active presence in Phase-II eligible States/UTs.
  • Capability to conduct online and offline programmes.
  • Prior government or CSR project experience preferred.

Applicants must submit the following documents:

  • Organisation Registration Certificate
  • PAN Card
  • NGO Darpan ID
  • GST Certificate (if applicable)
  • Audited Financial Statements (last 3 years)
  • Annual / Activity Reports
  • Bank Account Details (Cancelled Cheque)
  • Experience Certificates (if available)
  • Authorisation Letter for Signatory

Eligible States & Union Territories (Phase-II):

Applications are invited only from organisations operating in:

Chhattisgarh, Goa, Haryana, Manipur, Meghalaya, Mizoram, Sikkim, Tripura,
Arunachal Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Telangana, West Bengal,
Uttarakhand, Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli & Daman & Diu,
Ladakh, Lakshadweep, Nagaland, Puducherry, Punjab, Karnataka, Kerala.
