UPSDM operates in mission mode with the objective of skilling youth in New Age Technologies, Digital, Green, and Future Skills, thereby improving employability and supporting economic growth in Uttar Pradesh.

Scope of Work under UPSDM
Empanelled Private Training Partners are responsible for end-to-end implementation of skill development programs in allotted districts. The scope of work includes:
1. Mobilization & Registration
- District-level awareness and outreach campaigns
- Pre-counselling and career guidance for candidates
- Verification and collection of candidate documents
- Registration of candidates on UPSDM MIS
2. Training Implementation
- Delivery of short-term skill training as per NCVET / NSQF norms
- Deployment of certified and qualified trainers
- Aadhaar-enabled biometric attendance system
- Maintenance of training infrastructure as per UPSDM guidelines
3. Assessment & Certification
- Coordination with third-party assessment agencies
- Conduct of assessments in approved job roles
- Certification of successful candidates
4. Placement & Post-Placement Support
- Placement in the same sector/job role as training
- Minimum wages as per state norms
- Post-placement tracking for 9 months
Eligibility Criteria for UPSDM Empanelment
Organizations must meet the following eligibility requirements to apply:
1. Legal Eligibility
- Organization must be a Company / Society / Trust / Partnership / Proprietorship
- Minimum 1 year of registration as on proposal submission date
2. Financial Eligibility (Turnover Criteria)
- Minimum average annual turnover of ₹1.00 Crore
- Turnover must be derived from training programs
- For the latest financial year:
- Positive Net Worth is mandatory
- Audited Profit & Loss Statement required
3. Technical Eligibility
- Minimum 500 candidates trained in the last 1 year.
- Training must be in New Age, Digital, Green, or Future Skills sectors
- Programs conducted under:
- Central/State Government schemes
- NSDC / Sector Skill Councils
- CSR initiatives
4. Placement Eligibility
- Minimum 50% placement record
- Placement must be in the same sector as training
- Salary should not be below state minimum wages
5. Operational Capability
- Experience of operating in at least 1 state
- Minimum 2 functional training centers

Government Fees under UPSDM
1. RFE Document Fee
- ₹10,000/- (Non-refundable)
- To be paid online to UPSDM account
- Payment proof mandatory
2. Earnest Money Deposit (EMD)
- ₹1,00,000/- (Refundable)
- Payment through DD / RTGS / NEFT
- In favour of Uttar Pradesh Skill Development Society

Proposals received after this date will not be considered for empanelment for the year 2025–26.
